Capture & bid funnel

Agent #32 scans ClinicalTrials.gov for newly-posted, industry-sponsored trials (real leads, tagged with their NCT id) and adds a synthetic portfolio-derived feed for breadth (tagged ← STUDY). It scores fit, asks the model to qualify each lead (pursue / watch / pass), and drafts human-reviewable outreach for the pursue leads (✉ draft). It maintains the pipeline across scheduled scans — new leads accumulate, duplicates are skipped. Outreach is never sent automatically; advancing the funnel (#33) is human-gated; pricing is human-set; the award is an exec sign-off; promotion to live needs a Part 11 signature.
